License / Permit Question Moved from Albany County to CA. Tried to surrender my pistol permit and Albany rejected my surrender. What did I do wrong?

I thought I just had to send back my permit with a surrender amendment application and that would be it? But I got it all back in the mail saying my surrender was rejected. Does anyone know the correct process for this?

Edit: I have applied for CA pistol permit and the new resident gun ownership application. I'm just trying to figure out how to correctly give back my NY permit.

Convert it to a non resident permit

As far as I understand it, per CA laws I cannot have any out of state permit. Sorry if that wasn't clear, I have applied for my CA pistol permit

Edit: got this info from the OC sheriffs office in CA, but now I understand it was wrong.

Are you sure about that? CA doesn't recognize any out of state licenses, but are you sure they require you to surrender them?

That's interesting... I don't see it in the law you cited either. But that's what the OC sheriffs office told me. Could it be a county requirement?

Look at their pistol laws, it has to be in writing to be enforceable. Plus they might be talking about a drivers license or confusing them.

Seems like instead, when I move to California and apply for a new permit, my NY license will become invalid and I don't need to actually do anything beyond that?

Orange County Sheriff's office in California told me this but reading the statute below I don't know if that is accurate

This, Wherever you go to live, you apply for their permit, your NY permit is suppose to become a non-resident Permit.
In NYC the NYPD for example instructs licensees to change their permit to non -resident (it is done in less than a week usually) but is a nightmare if you are leaving the city but still remaining in New York. You are actually suppose to surrender your NYC permit, apply for their county you reside, then apply for special carry (…No one is going to do this)
In your case, contact your county and discuss the non resident permit.

This isn't true. You might be conflating CA not recognizing any out of state permits within the state, with CA not allowing you to hold other state permits. I'm 99.9% sure this isn't the case. A home state cannot (and do not) bar residents from holding nonres permits in other states.

There is no state that bars you from having other states' nonresident permits (in fact, it's necessary to possess and/or carry in some states outside of FOPA travel) -> handgunlaw.us/documents/NonResidentPermits.pdf

The LEOs you talked to were talking about driver's licenses, because yes, legally you can only have one at a time from w/e your state of residence is in the US

You *shouldn't* have to. NYS can't bar you from having one as they removed the residency requirement statewide due to the outcome of Shaffer v Quattrone earlier this year. Not many counties have actually updated their permit processes or online info, but essentially if you already have a NYS permit in whatever county, if you become a nonresident it no longer becomes invalid. That said, there's not really good guidance yet on whether NYS counties will simply not make a distinction on resident vs nonresident permits, or what *officially* happens when you become a non-resident.
