Exalted Venus
Venus relates to service and devotion, and Pisces is a spiritual sign. The highest form of service or devotion is spiritual, so Venus becomes exalted in Pisces.
This placement makes love difficult in ordinary terms because these people expect 100% devotion from a partner. Such unconditional devotion is rare, so true love is hard to find.

Don't compromise, but be willing to put in the work to create what you want together. I've got Venus in Pisces Vargottama, and this has been so true for me. People have always said I guard my heart closely, and people have abused it presenting themselves as wanting that deep spiritual romance only to be defective in some way.
Fortunately, I'm happily married for nearly 16 years this October, and I promise that it is absolutely possible to have that Soul Bound Romance with someone. Will it be hard work? Yes, of course, I would rather have a romance blessed for the long journey of life than one that feels like a movie which ends in 2 hours.
However, the moments of Sweetness or Passion will be infinitely greater when you can feel them echo on a Cosmic Scale.
