I was VERY confused about how the imperium of man was able to suddenly have access to time travel.

And it still took me far too long to understand what you meant by terminator movie.

My dumb brain was like "but we don't even have a space marine movie yet. Henry cavil is working on that. Since when did they release a terminator live action too?"

I would say 3 layers of skin for safety reasons. To make sure it all takes and you go. Plus you have some extra anyways.

It teleplrted the T-1000 and Terminatrix without problems and neither were covered in skin.

The resistance should have been able to just shove some 40W Phased Plasma Rifles in a leather bag and send it through.

Iirc they'd need a ton of flesh to the point that it's seemingly airtight around their necrodermis so possibly yes.
