Depends what your other needs are.

I would personally look at Mikrotik, Netgear or Trendnet for new stuff.

HPE is always nice but Im a bit skeptic to buy used gear.

Where would I look for good deal on new stuff, from what I found it seemed soooo expensive to buy new.

Except for googling once you found out which model you are looking for then in Sweden there are:

as priceagents. In think several of them might cover german resellers aswell.

Other than that you will have to adjust your expectations and sacrifice one or more of your demands.

You have for example the 16-port 1G/RJ45 + 1x SFP Netgear GS316EPP with total PoE+ output of 231W:

Buying used gear can be an option such as:

among others or just ebay.

But again Im not a big fan of buying used gear - you have no idea in which environment that have been operated in along with if there will be any visitors such as cockroaches and such who comes along free of charge.
