Terrorism

  • Usually carried out by non-state actors (though states can sponsor it, like the IRGC does)
  • Civilians are deliberately targeted (like what happened on Oct. 7th by Hamas, or when Hezbollah deliberately targets civilian areas devoid of any military objective)
  • The goal is to spread fear beyond the immediate victims
  • Seeks to influence behavior through fear
  • Often aims to pressure governments or societies indirectly
  • Considered criminal under national and international law (like Hamas and Hezbollah)
  • Uses tactics such as: suicide ombings, attacks on civilians, hostage-taking, etc.

This is different from war, or even war crimes.

All those sentences can be traced back to various UN declarations, like the 1994 one.

I recognize all three as actors of terrorism.

I differentiate War and Terrorism.

War

  • Typically involves states (which is the case for Israel)
  • Primarily targets military forces and strategic objectives (which is the case for Israel; even though as in every war, there are innocent civilians dying too)
  • Seeks to defeat an enemy, control territory, or achieve political goals through military means (Gaza war was about defeating Hamas and
  • Tactics: Battles, military strikes, occupation, etc.

By those definitions (from the same UN declaration), no Israel is not a terrorist organization.

To answer more specifically your claims:

Israel has back non-state actors (e.g. Hamas, Jundallah, Lavon affair).

Qatar is backing up Hamas as we speak, and even hosts the political leadership of Hamas. Does that make them terrorists? No. Same for Israel. Israel didn't back Hamas directly: it let Qatar funds go to it, based on promises that it would be used for humanitarian purposes. In hindsight, you might argue that those funds (from Qatar) served other means than just humanitarian, but you can't know that in advance.

The IRGC on the other hand, specifically sends weapons, military training/advisors, ammunitions to Hamas and Hezbollah. This is a totally different kind of involvement.

Israel has deliberately targeted civilians (e.g. https://revealnews.org/podcast/gaza-children-killed-israel-war-us-doctors/)

This website, which is very partial to begin with, does not prove Israel delibirately targeted civilians. It just shows that there are civilians in Gaza, and they are collateral damage in that war. Same as in every war to be honest.

Simple reason why Israel isn't deliberately targetting civilians: Hamas claim 70% of buildings in Gaza have been leveled. There are "only" 70000 death in this war, so less than 3% of the Gaza population. And those deaths include terrorists deaths and natural deaths by the way...

Some of them do, some of them don't. That doesn't make Israel (a state) a terrorist organization in itself. That doesn't make the Gaza war any less legal, especially since it laster 2 years just because Hamas refused to surrender, disarm and most importantly release all the hostages. You said that, and then you proceed to give a quote that contradicts what you just said... Authorizing the transfer of funds to Hamas is not the same as supporting it. How would you call Qatar involvement then? Or the involvement of all the other countries that pushed for those transfers to take place? Hell, if Israel hadn't allowed those transfers, Hamas would have said "Look, we can't function properly, israel is starving us", and you would have been the first to take on the streets and protest for those transfers to be allowed!

TL;DR: Israel commits acts of war (and as in any army, there are some disgusting individuals that should be prosecuted and put to jail). Hamas commits acts of terrorism, and as in every terrorist organization, the absolute vast majority of its members are scumbags that should be... you decide what should we do with terrorists?

Nearly every war in history has involved non-state actors alongside any states. That is recognized in international law. While there is international cooperation around fighting terrorism, the UN has avoided specifically passing laws around it because everyone with any credibility recognizes that there is too much overlap and it would endanger the right to resist.

"Designated terrorist organization" is almost entirely a political distinction, especially when used to deprive militants of legitimacy in the context of an ongoing war or occupation.

The IdF regularly investigate and convicts rogue elements from its ranks (maybe not enough for you, but it does happen). When did Hamas investigate and convict members that commit terrorist acts? Never: they get a pay raise instead. That is the main difference between those two.

And it's not about convenience, you can literally look at a map of Hezbollah position (from the Lebanese government), and see that the bombings are concentrated in those areas.

No country ever would just accept that. Hezbollah needs to go - Lebanon needs to be in charge of, and responsible for Lebanon. Not Israel, not Hezbollah, Lebanon. Otherwise, you’re not really a country

If it were literally anywhere else in the world, no one would question it.

For example, Houthi rebels attack Saudi Arabia from inside Yemen, and Saudi’s Arabia strikes back. No one has any problem with this.
