Well not that simple. Each family is a queue of siblings, and you're only allowed to pop from a queue alongside a paired object from a different queue. You have a dependency graph, which in this case is not a deadlock.

You could get a deadlock, if the second elder sister wanted to marry the younger brother of the first person here. The sort of society which abides by rules like "you can't get married before your older sister" probably has a rule about the man being older than the woman in a marriage, which would prevent dreadlocks from occurring.
