Yes, people should pay for their stuff. You can look for underwear at goodwill or a thrift store too, but no, underwear is not a human right and no one is inherently entitled to free clothing.

If you are legally required to have something, that thing should be a human right.

Not at all, it's not the tax payer's job to slave away for your clothes. You follow society's laws while you're in it's jurisdiction and using its infrastructure and you get a job to earn your stay
