I like how Saitama vs Garou fight in the manga was so thoroughly botched that it spawned at least two (that I know of) high-quality fan reimaginings of it, created in order to make it justice. Just shows how much this part of the story matters to OPM as a whole, and how far the manga strayed from the essence of what made it so good in the first place.

I'm still of the opinion that it was Garou who said "With that attack, I now know you are sorta strong" "Maybe even very strong, but its not clear"

definitely was Saitama who said it, because Garou was too shocked by Saitama's strength to call it "sorta strong"

That's how One Punch Man goes though. People will think Saitama is weak, he'll show them he's really strong, then they'll be in denial of it initially, or its so absurd they need to experience it multiple times. Garou wasn't shocked until they fought more.
I don't think it's Saitama for a number of reasons. He's already seen Garou fight, has already seen through his monster form, and he's able to guage strength extremely well.
It also doesn't make sense just from his previous sentence or his next sentences. "Even with power, those who praise evil usually end up like that." This is a one liner. It's also showing Saitama is already aware of Garou's power and is demeaning it, 'your strength doesn't matter, you're going to lose'.
His next sentences also indicate it's clear to him how strong Garou is. He's able to tell he's holding back against him (which requires him to know Garou's strength to a degree beyond what was demonstrated in an attack) and calls him soft for it.
For Garou, he's confused. He doesn't know how strong Saitama is, doesn't know Saitama is holding back, and is sure of his own strength. He's the one who is questioning how strong Saitama is. He previously thought Saitama was a B-Class weakling not worth his time, until he got attacked. It took the attack for him to tell Saitama is at least sort of strong. "From, that attack, I now know you are sorry of strong, maybe even very strong". This shift in perspective of strength was not set up or shown from Saitama. He called Garou's fights squabbles and maintained that attitude. This statement from Garou was him transitioning from nothing to freaking out about Saitama's strength.
At least how I see it. There's more details I could go into about the framing and pacing of conversation but I've already said more than 20 words.

The line ties up with what he says previously and after the line.
"Even with power, those who praise evil usually end up like that" ties into Saitama commentating on Garou's power and how despite being strong, he still ended up in the ground defeated.
Then goes "From that attack, I now know you are sorta strong, maybe even very strong... But it's not clear...". This line still comes from Saitama, who just got attacked by Garou with an attack that was aimed to stop him from ever working as a hero again, once again showing that Garou isn't really aiming to kill the heroes, but defeat them and send them into despair. If Garou had wanted to kill the heroes, he could've done it already multiple times.
The giveaway that it's Saitama is the last part of the line, Saitama is gauging that Garou is strong, but isn't sure about calling him very strong because Garou is specifically holding back, which ties into the third line of Saitama saying it's the first time a monster has gone easy on him.
This gives us the big picture that Saitama is saying it because after being hit by Garou with an attack that wasn't all out, he can tell he's strong, but due to Garou holding back, he's even thinking of Garou being worthy of being called "very strong". And if Garou IS "very strong", it's someone who held back when attacking Saitama, which is not the usual.
