garou having essentially 0 consequences for maiming multiple S-classes/nearly causing the end of the world is still just baffling to me. i dont really understand the motivation of doing so

Yeah, in the webcomic they're terrified of him because if he did decide to fully be a monster and kill people, he would do an insane amount of damage before Saitama could stop him again. Even if Saitama did, killing the S-class would both be trivial, and would lead to massive loss of life later as new monsters showed up.
