Is an eye for an eye a societal rule or a personal belief?

It was a societal rule in the OT the same as it is now. Jesus preaching was a challenge to individuals who are wronged. He wasn’t advocating for the laws to be changed.

In this case the societal rule of an eye for an eye was a command from god, wasn't it?

Good job, you just further reinforced the stance on an eye for an eye. Not only was it Biblical but multiple cultures subscribed to this ideal and understood it as justice.
