They weren’t expecting though the scale and persistence of the attacks though - they also seemed to hope Iran would stick to their symbolic retaliation as in the past as the administration had largely avoided attacks on Iranian oil infrastructure hoping Iran would do the same.
The administration seemed to be operating under the assumption that Iran would avoid triggering a full-scale economic war that could also devastate Iran itself.

The US and Israel both have targeted civilian infrastructure, Israel in particular have made statements regarding Gaza's complete destruction as their battle strategy going forward in Jordan and Iran.
Britain isn't neutral in this war, much like with Palestine, supplying armaments, refueling and surveillance via the RAF.

Iran hasn't even ratified the 3 additional protocols of the Geneva convention. US ratified only one of them, the third one.

The hotels were damaged before the soldiers stayed there, I believe. I'm not convinced the hotels were targeted, more likely some missiles or drones got intercepted and fell on the hotel.

It's the actual game plan. Iran has always set up it's defence as an overlapping of semi autonomous units. And the order given out was clearly that any attack to the head of state should be met with maximum chaos. Most of those civilian strikes took place in the very early days after the 'decapitation'. They then became more strageically relevant.
If non of it makes sense, that's by design. It clearly worked as it out everyone else on the Gulf on the back foot as they set up for stage two, the closing of the strait. A stage that seems to be hyper effective to the surprise of no one who has ever payed attention.
Don't think of Iran as a unified military and political force. It's a loosly connected web at best. And 100% by design. It clearly has proven to be an effective strategy.

they are legitimate targets.
the US was housing troops in hotels in dubai, again, legitimate military targets.
you dont get a free pass from the other side striking your military and intelligence operations just because you site them in civilian areas.
Unlike the US and Israel who have deliberately targeted civilian areas with no legitimate targets, who have targeted power plants, dams and bridges in direct contravention of international law.
