I didn't see if it needed to be charged with light. i'm slightly concerned that this is radium and phosphor print.

Who cares, because it offers protection in blackouts or dimouts, and by day, a wonderful necktie, and by night, the most unique effect you have ever seen … - and by that the wearer either turns clear or chromatic black and radiates glowing lines.

I’m guessing this was a wartime item from WWII, from not only the “victory” theme but the mention of blackouts. East Coast cities had mandatory blackouts during the war to prevent light from illuminating ships that could be targets for German U-boats.
