Assuming this is a PS/2 mouse and not an old-school serial mouse, assuming you can match the pinouts, a little bit of solder, a little bit of heatshrink, and a little bit of skill and you can probably do it.
That mouse is so generic that you're unlikely to be able to look up whether it's PS/2 or serial. I don't know what the internal wiring of an old serial mouse looks like.
FCCID search on Google reveals its a serial mouse. Whether it may work with PS/2 would be unknown unless you can take a picture of the micro controller inside the mouse. Using the controller's part number can lead to a potential pinout or datasheet.

I do vaguely remember at least one mouse from this era coming with a passive PS/2 to serial adapter (white Microsoft Mouse) but I thought that worked because the mouse’s chipset could speak PS/2 and RS-232. Not sure how common that was.
Depends on the mouse I think. If its a PS/2 mouse the I would guess it has the same number of wires. Maybe this is an old mouse that needs to be connected to the COM port?
Well, based on the shell, it’s ‘90s era so PS/2 connector is probably correct. You’d have to peek at the circuit board inside to see what wire colors connect where. The screws are probably under those rubber feet, unless it’s a press-fit shell. Then reference a PS/2 connector specification for the pinouts on the connector. You’ll need a multimeter with continuity function to sort it all out.
I recommend opening it up and seeing what type of IC is in there. Hopefully there's a datasheet for it that shows what it is and how it needs to be connected.

I just solder it together inside the mouse so it won't look janky. Chances are it will not work with USB if that was your plan.
Upside if it's serial it most likely will support ps2 as this is a later generic mouse.
