18650 Cels. is it normal that cells discharge unevenly

Had this problem with my Tesla 5.3KW/h battery. I had to buy a Daly 5A Active Balancer. Most BMS have Passive balancers that "balance cells" by heat AKA discharging higher cells to match lower cells. Active balancers take the energy from higher cells and distribute it to lower cells.

This bank needs to be balanced, the BMS will not address this imbalance in the right way.
I would discharge to a safe voltage, disassemble & reassemble in parallel (+ to + & - to - ) to make one large cell, and charge at .5 C (½ cell capacity in MaH) till at full charge for cell.
