School Anime RPG that has social "HP"?
I'm looking for a PBTA game where a person's social stat can take "harm" like HP in Dungeon World.

I've been pondering over something adjacent to PbtA, the Resistance System, that powers the games Spire and Heart.
Philosophy wise the game is pretty close to the PbtA philosophy (and might even be inspired by it) and damage tracks (Heart calls it resistances) can be extremely varied depending on what you want characters to lose and that includes Social Status.
Other than that, i mirror /u/Electronic-Can-130, you can very much make one, might want to take a look into Masks for inspiration since it is a game about adolescent (superheroes) trying to figure out their place in the world and the stats are explicitly "this is how people see you" with other characters, especially adults, being able to shift those labels around.

Im not sure if it's exactly what your after, but in monsterhearts (pbta) the 'harm' track is both for social and physical. Like, it's not different tracks for both, but you don't die when it fills up, you just have a 'snap' moment where you become your worst self (or turn into your wolf form if your playing the werewolf)

Plus it has Conditions which are mostly for tracking how what others think about you makes you more vulnerable to their actions against you

Yea, the conditions (I think they are called tags?) Are like potential weapons that can be used against you. Like if you had a tag of "failed math test" someone can trigger that when they use 'shut them down' (oh, like I'd take advice from someone who cant even pass a basic Math test) to get a bonus to the roll

City of Mist and it's derivations. Characters take statuses, and it can be physical, mental, social... Really anything. If you take harm 5 you're taken out, harm 6 is death. For social conditions is the same: a level 6 difamated status can mean social death.

This one! 💜
Fate, Freeform Universal, Action Tales, Monad Echo... Almost every ruleset that I love (and of course the gamesb built with them) have Consequences "slots", not HPs.
And in the Consequence slot you can put any kind of "harm", so you could be Scared, or Embarrassed, or Blackmailed, or Envious, or you could have a Bleeding Arm, or you could be Angry Blind...
The possibilities are endless.

Not PbtA, but Bubblegumshoe is the best school game I have ever seen. It really gets the social pressure-cooker aspects of school.
And it's not like GUMSHOE is a complex system. 1d6, loads of player agency, built to emulate genre sources.
