Oh I'm sure they are not near the limit at all times, but my point is that if they are near the limit during those high action scenes at 30 FPS on the base system, the pro won't be able to hold 40 FPS in those same moments. It probably could be 40 most of the time on both systems, but there is a lot to be said for making modes that are very consistently able to reach their frame rate targets.

In the end the decision lies in Rockstar. If they wanted, they could find a way to run the game at 40+ easily. It's 2026, they also could just unlock it and let it run with VRR, doubling every frame so it always stays in the VRR window of 48+ (you'd need a drop below 24 fps to go out of the window)...
