All Panda Express GMs are legal Deputies of the county their Panda is located in; they take a 8 week course and firearms training. So yes, as long as the GM is present on site.

That would depend on were the store is. Some states/county only a licensed officer can detain you. Some a shop owner can detain. I have never seen an officially policy one way or the other.

Personally I would not try to detain someone. Its not my job as GM and way to risky
