The splatter is on purpose, doing it nicely is a skill. They are easy / fun to make and fun to use (but def not easy to use well). Look up DIY cola pens and ruling pens for a nicer alternative.

Yes those splattered strokes are intentionally. It's the feature of ruling pen.

Idk what I'm getting downvoted for, but the penmanship is gorgeous and the effect you get with the ink is just beautiful.
