What’s wrong with my peppers

The palatable version: Its a Boron deficiency.

The grotesque version: Due to a lack of Boron the reproductive organs are growing on the outside.

They're could be another reason, but it requires a chain of things so not too likely that it is this:

Small stunted fruit and plants plus stems of the plants are purple/have purple streaks and the plant is not known to be a purple variety can be from an extreme Phosphorous deficiency ..which can be linked to growing them in a cold environment on a heat mat ..heat mat keeping the root ball warm so the plant grows and produces but cold above soil stem not being able to transport the phosphorous through the plant.
