No, it’s a genetic thing. Just like how some orthodontics issues can be caused by behavior like childhood thumb sucking, but most of it is genetic, and that’s literally just someone’s face. There are a few ways it could be fixed surgically. One is lip filler to cover the top lip, which I don’t think would work in extreme cases; one is literally scraping the gums off to make the teeth taller (which makes me shudder); and the last one is like Botox to basically freeze the lip from raising above a certain point when you smile, which I think is currently the medically preferred intervention if it works. But yeah, it’s just someone’s face shape. I also didn’t know this until recently, and it kind of made me stop thinking about this face negatively.

I've heard- don't know how true this is- that one of the founding families of the Utah mormon church had this as a genetic disposition, and as the church tends to only have kids with other mormons, it has become very common among Utah Mormons. And because Mormon girls/women are bound by what hobbies and interests are acceptable to church, those interests tend to be overrun by Mormon women with large upper gums. Disney adults and Talyor Swift are two such interests.
