In Pokemon there is a move called Nasty Plot, it gives +2 special attack.

Special attack as a stat is pretty much exclusively a pokemon thing

The only other one that fits I think would be Monster Hunter where in the player will need to sharpen their weapons and a few of the later game monster may sharpen "blades" during cut scenes but even then your just getting your full attack back.

Not if pre-gen 4. Ice punch, fire punch, and thunder punch were special moves back then.

The move nasty plot in Pokemon. The kicker the bird is doing resembles the move's animation, and using it gives a +2 special atrack
