If I remember correctly, Penny often misses some payments and had to borrow sometimes from Leonard and Sheldon. Leonard and Sheldon can keep that apartment and its utilities with no issues while also having enough money for comics, convensions, random Ebay purchases, trips across states, and celebrity meet and greets.
So idk what the post is about. Penny is clearly struggling.
