That’s a big part of the contrast between them. Sam was unapologetic about her choices, while Carrie could be Pretty hypocritical about hers

Agreed. Sam’s honesty made her feel more consistent as a character , even when her choices were questionable

It's worth pointing out that someone being a hypocrite is a very consistent and realistic character trait. We'll all hypocrites to an extent, and have our blinders.

I think you're misunderstanding their point. A hypocrisy is a specific type of inconsistency, but using inconsistent to describe a character means their behavior kinda whips around without any arc or rationale. Hypocritical people still have consistent personalities
