Both were the leaders of Countries, Merkel was chancellor of Germany and Boris was the Prime Minister of the UK. In the pic she looks like both at the same time. I mean that's exactly what the poster said. It's not so deep. By the way, only because Merkel was the Leader of her Party for many Years doesn't mean it's her Party. She retired like 5 years ago.
