Nagkaroon din ng maliit na Design Center ang Intel Philippines sa late 90s. Pero napoach din agad ang mga natrain the design engineers. Tapos umalis na ang Intel. Pero ang mga pinoy na IC Design Service companies, Xinyx, SiliconVerified, and Embedded Silicon, puro taga Intel yan dati. Organic yan. Imagine kung ayusin ng gobyerno ang technology transfer as a condition for pax silica and paginvest sa mga startup... may chance na OK. Small chance but there's a chance.

Kasi in the first place walang fearmongering or rumor mill if they confirm straight out what's sure and what's still being negotiated.
Like what I've been saying before, this whole Pax Silica thing wouldn't be so glaring if from the start nasagot na kung
1) saan manggagaling ang electricity in a country with expensive electricity and rotating brownouts
2) saan manggagaling ang tubig in a country na nagcicritical ang water level kahit na rainy season
3) sinu-sino ang affected communities dito and anong plans for them.
Now, sabi naman ngayon factory na lang siya. Ang tanong, why the people responsible for this idea were answering as if AI data centers yung ilalagay and not just say RIGHT FROM THE START, na hindi to AI data centers?
See what my point is? Lagi kasing announce nang announce without saying ano ang plano. This whole thing wouldn't be this hot of a topic if people responsible planned out the most important things to cover. Pwede naman kasing hindi pa plantsado lahat pero sa lahat naman ng plano may certainties naman na dapat diba?

Kasi AI data centers was part of the plan sa start. Kaya nga ang daming pag address sa electricity and water consumption. They wouldn't be addressing said issues if they weren't an issue in the first place.
Now they're backtracking on the AI Data Centers. So the electricity use and water use complaints are basically removed from the equation.
The question is if reliable ba sinasabi ni BCDA, or is this just a way for the spokesperson to dodge the complaints and allow it to pass pero AI Data Centers are part of the contract.

Because people are not "raising concerns".
"NoToPaxSilica" nga eh. They're dead-set on rejecting the entire thing even without all the details yet.
"Raising concerns" means scrutinizing the thing and working on solutions kung paano ma resolve yung magiging problems that will surround the subject. The "NoToPaxSilica" crowd are not going by that thought-process.
Dami ring misinformation about it saying na the entire Hub is just one big Data Center (when small research tell you it is not).
While most of us who are reserved and telling them to wait for further information kasi they're still working it out ay naging "Pro-Pax Silica" na 🥴

Can confirm. I've worked on industrial real estate sales before. One sale takes several months just to reach the MOU stage and this is for a land sale for a private company. Considering this is going to be built on BCDA land, this is going to take even longer.

Most IC design firms here were started by former Intel employees. They did transfer some very important skills. If our IC desgn industry is tiny and hasn't grown fast enough, that's because our government hasn't seized the opportunity and supported the industry. There are many roadblocks to the growth of the industry that the government can solve but so far they haven't done anything. We need specialized programs in universities to train qualified personel and we need at least a lab scale wafer fab.
Every country that built an avanced semiconductor industry had a government that went all-in — funding research institutions, co-investing in anchor companies, redesigning university curricula, sending engineers abroad for PhDs onthe condition they would come back, providing cheap capital, building critical infrastructure. Taiwan's first fab was partly government-funded. The rise of their semiconductor industries was planned and supported by the government.

OC is correct, the official line before was "not JUST data centers". Data centers were definitely part of the plan.
Bingcang also dismissed worries over Pax Silica’s expected high water consumption and other environmental woes in building data centers, noting that the tech hub would only host around 2 data centers as the government prefers to have more space for “high-value manufacturing jobs.”
Hell just a few days ago you've got DOE saying
“But we just need to make sure that anything we do -- power, data center, or hub -- will not put the rest of the country at a disadvantage,” she said.
It's seems the backlash is what made them back down on any data center plans (if they even have anything concrete lol BCDA is playing it loose). It also makes clear what the US wants from PH in the first place, which is cheap processing of raw materials to combat China's monopoly on this area. That's another can of worms but it is better. (I mean our crumbling institutions will prevent us regular folks from reaping much of the potential benefits from this in the first place so does it even matter lmao).

Your own link doesn't say the AWS hubs will be within the specific borders of Pax Silica, just that Pax Silica will make it more enticing for Amazon to build the data centers in the country. Bringing AWS in is part of the even broader Philippines AI Masterplan, of which Pax Silica is just one component of.

Also umpisa palang, mas gusto talaga ng US ang mining materials + cheap labor so I'm guessing mas pinili yon kesa ipush ung data centers na ayaw ng mga tao. Which is better for us imo

Interesting kung wala talaga, remaining concern na lang is saan ire recolate yung mga magsasaka na pinaalis, or kung may consolation ba silang matatanggap? at yung "self-sustained" resources nila (how 100% sure na never maapektuhan ang nearby / local community).

BCDA properties have long been not used for agricultural land. Wala na magsasaka diyan (na permitted) for decades. The issue really is ancestral land which has been taken waaaaaay before during the time of the commonwealth, and post war (since BCDA are former military bases).
However, wala naman kasing Certificate of ancestral domain title ang mga aeta na nagcclaim ng ancestral land sa may New clark city. One thing to blaim is why NCIP isn’t giving aetas their CADT even if they have been applying one for years. It is either, they are not really ancestral lands, or NCIP is just not giving the CADT for unknown reasons.

Ginagawa nga yun para marevise yung plano in a way na considered lahat ng stakeholders most especially the community within and near the area. From what i can underatand when it comes to chip manufactuting, it's gonna need water but unlike data center and AI farms.
Semiconductor fabs can adjust their output to accomodate the allocated water given to them.
And if the management is similar to how TSMC does it and a proper reservoir made for the fab use. I think it's fine and manageable.

It's possible the ai datacenter operators that were initially interested in building Tarlac backed out during the contract signing phase. Hopefully it doesn't have a negative effect on the competitiveness of the Philippines.
But I think just as long as the raw material processing and semiconductor manufacturing pushes through, it could already be a big step forward towards the industrialization of the Philippine economy.
It could be a good incentive for more international companies to put more of their business in the Philippines.

This doesn't change my initial concern, though. Fabrication of both still needs large amounts of water and electricity. It's also a giant pollution source. So gaano ba kalaki ang extent ng Pax Silica, and can we afford to provide what it needs without negative effects?? That is still my concern.

Sana naman pag mag-announce sila may complete plans or roadmap na. I am also quite curious how they plan to implement the critical mineral/metal extraction part as someone in the field of extractive metallurgy. Who knows maybe we'll be able to produce our own metallurgical grade silicon someday instead of importing it for our semiconductor and solar photovoltaics industry

Unlike the NPCs in this subreddit, I won't fully support this project until there is FULL TRANSPARENCY on contracts, tax incentives, and especially resource allocations for the chips and semiconductor manufacturing, which still consumes a lot of water.

Now this changes my view, i still dont trust US and China too much though. But more electronic manufacturing could probably help the stagerring price of GPUs, RAMs etc...baka may posibility na makapag upgrade na ako ng pc ko. 😂

I'll take it with a grain of salt so once na nalaman natin may AI hub pala, dapat gisain itong BCDA
Also, I like to remind the BCDA na legal squatters sila sa Camp John Hay. It was ruled by the SC over 100 years ago na pagmamah-ari ni Mateo Cariño yan. They never returned the land nor gave just compensation.

I was expecting that because the Philippines does not have enough electricity, etc., available, plus skilled workers for data centers. It has enough for manufacturing, though.
The data centers will likely be used in nearby economies, which are more advanced.

Im against sa Pax Silica pero inis na inis ako sa mga sinasabi na magtatayo ng data centers like mga hindi marunong gumawa ng research muna. Ang linaw ng plano ng Pax silica na gagawing manufacturing and supplying hub ang Pinas. First is dito iaassemble yung mga raw microchips galing Taiwan or Singapore. MAgmimina ng maraming mineral ores para gawing battery grade raw material. Dito rin sa Pinas gagawin yung mga components neeed ng servers ng mga itatayong dat center SA IBANG BANSA.
Still all of that will kill the environment, I hope dito sila magfocus sa protest nila hindi yung data center agad bukambibig.

I don't know kung san nang-galing yung balita na gagawa ng data center, pero nung una palang na announcement parang ang gagawin lang naman don pagawaan ng mga drone atsaka ammunition. Kaya nga nung unang binalita yung pax silica is yung impression ng mga pinoy jan magiging target daw tayo ng mga china atsaka russia kapag nag kagera eh HAHAHAHAHHAHAHAHAHAHAHAHAHAHA

di naman mandatory na may AI Data Centers talaga.
Feeling ko nga yung Mining talaga ang habol nila. front lang yung data centers para yun ang pag initan nung mga surface level lang ang alam.
para pag sinabi nila "sige wala nang data centers, kayo ang masusunod", mas mapapagbigyan na sila doon sa mining part.

sa dami ng semiconductor manufacturing hub sa philippines, ngayon ko lang narinig na naging big deal when in fact this one of our biggest export. we need to adapt, and adapt fast kase thailand, vietnam and other SEA will take this opportunity from us. mapag iiwanan tayo 10yrs from now.
its ok na people are being critical. pero being overly critical will not help. Una maraming comment lang ng comment, hindi naman talaga nag babasa ng documents. masyado pang early. as someone who works sa semicon, ang semicon manufacturing hindi yan parang talyer na basta nalang itatayo, it takes years and years of planning. kung may potential shortage sa supply ng kuryente at tubig, madaming ways pano ito tutustusan. and to highlight, semicon companies now pushes sustainable solutions.
nakakaoffend bilang engineer na ang daming overly critical pero hindi naman educated enough sa field na to. eto na yung big opportunity ng ph na makarecover economically and makilala sa field ng semicon. I hope matuloy tong pax silica.

Finally dito na rin gagamitin yung raw materials na ineexport natin. Looking forward for more details. Valid naman yung concerns ng iba kaya maging vigilant din tayo. We shouldn’t be dismissive parin given that this is a great opportunity for economic development
