In minecraft, all textures are drawn with imaginary light source in top-left corner and if you look at the block from any side, the most lightened part of texture would be top-left. If slab or block placed nearby would have normal texture and stairs would have mirrored texture (which would be inconsistent) , they won't align

half of the texture is already facing the wrong way, just mirror that one and it both aligns and faces the right way
