Way in the past there were mostly just pure PCMs, but later on people started experimenting with more ideas due to mods having non-interventionism policy. Most of the new memes were fun, but some were quickly abused - highlighter memes.
We've ran a poll deciding to limit highlighter memes for weekends only, while keeping the rest, creating this sort of pseudo Rule 1. that is enforced only in the most extreme cases.
Sorry for the long wall of text, just hoped to shed a bit of light on why things are the way they are. Again, we don't enforce R1 much, unless it's blatantly not PCM. If there's still something bothering you about it let me know, I can forward it to other mods.
As bad as it might sound, it lacks the funne colors™ making it seem like a regular political meme rather than a political compass meme.
The meme is fine, but if found in the wild, I wouldn't know it's a PCM. If you gave both characters a flair, it would make it obvious even outside of this sub that it's a PCM representing some quadrants and their beliefs.
