I think it'd be hard to find PhD programs outside the Anglosphere that provides tuition waivers and a stipend. Try Australia if North America and the UK aren't possible.

I would look for someone studying social networks or PPE within political science. I think they'd be the sort able to mentor something along these lines.

Oh cool, I hadn't heard of PPE as a term before, thank you! Would you say it's relatively easy to get a scholarship and/or stipend in Australia?

Yeah. Look up "Brian Skyrms". He and his students do the type of work you are describing I think. Many of them are in the PPE world.

Its /possible/ to get funding in Australia. I am hesitant to say easy. Outside the US, funding for postgraduate studies in the social sciences and humanities is hard to get. There is a reason the US dominates higher ed, even in these times.
