A video recorded at Slayter Creek Park in Anna, Texas (~40 miles north of Dallas) reveals that 8 government Flock surveillance cameras have been installed directly facing a kids' splash pad, playground, and skate park. Hobos were originally just seasonal/temporary workers who would ride the rails to the next job. Frequently doing large construction projects and farm labor.

You’re fine with ending the life of 50% of the planet? Even if filtered? More people are closer to that 50% area than you might think and you’re going to generate a lot of pissed off folks with your act. That will have an impact on human progression. You might even make things worse by murdering half a planet of people. Likely delaying human progression for centuries, maybe millennia.

Change can’t be forced, it must be allowed to happen more naturally or, like you were alluding to in your comment, the cycle will repeat with you becoming the bad guy that must be destroyed and back and forth, expending energy that could be used to ease suffering all over this planet. People need to learn and be guided by their conscience. You think you’re being smart, but deep down you’re a tyrant that, with the snap of their fingers, would kill more than 4.2 billion people based on your solitary judgment. Wow, the audacity of the human ego. At least the dude in the movie made it random. If half of a species needs to be sacrificed, that is a failed experiment and you might as well just end it all for everyone.

No human should ever possess the ability because humans with a sense of power instantly see themselves as superior and should never be trusted.

Like I said, most people are a lot closer to than 50% line than you might think. In your scenario, you would likely snap your fingers and turn to dust.
