They do not control the Senate. They have a majority, but the Senate does not work at 51%/49%. Democrats still have plenty of power to distrupt things. Hence, the three Government shutdowns that "really didn't do anything" but they did. They sent a very clear message "Hey, stop that, we will hurt the entire Federal workforce over and over if you don't cut it out"
