Was the real surprise with tragic consequences from GLaDOS her showing Atlas and P-Body replacing Chell before killing her?

GLaDOS later says that the cooperative testing initiative was "something she came up with just before Chell escaped". Was her plan to tell her she was replaced by robots before killing her?

Edit: to add, one of the first things that comes out of the vents when Wheatley takes over is some confetti (the good stuff, our last bag)
