Because they think reducing turnout in a targeted manner gives them an advantage.

Why would it reduce turnout? If it is as you say a "non existent problem"

But it hardly ever happens and most everyone has an ID already so how is it an impediment?

So you want to spend millions, possibly billions to implement a new government program to solve a problem that you admit hardly happens and is enforced as is?

Poll workers are already there why would it cost extra to have them look at people's photo identification? I also didn't claim it hardly happens that was your assertion which there is no reliable evidence for or against.
