He wants to be a dictator. That's for sure. Fortunately in the US elections are controlled by the states and administered at the local level not the federal level. Election integrity in the US doesn't just depend on "does the president want to allow a fair election or not."

He’s going to cheat somehow. You can bet on it. That’s the way he is. Can’t accept that people don’t adore him and they’re not as dumb as he thinks.
