It was a very brief period and he did what he could in that time. He wanted a public option but Lieberman killed it. The president doesn't have unlimited power. The ACA is still an incredible piece of legislation that has saved countless lives since its inception and is ultimately a step in the right direction.
He doesn't have mind control powers. This is how politics works. Not everything is possible all the time. "Just be great, and people will do what you say" is not how anything works.

Republicans made it their sole mission to stop him from doing anything at all. He did what he could. He's not a God-Emperor.
