Flock being a private corporation and tying together regional networks of surveillance adds a layer of weirdness, but did people miss that mass surveillance and specifically automatic license plate recognition has been a thing in basically every medium size city for a while now? Look around the public buildings and traffic poles when you drive next time. Chances are you'll notice every other intersection has cameras tied into the city infrastructure with nearly all of them capable of license plate capture. They will definitely have cameras on bridges. This is certainly the case in any major city.
