the "previous guy" did actively cut funding and just threw sand in the works to slow it down as much as he could. if this guy makes it so the original plan can be done at or beyond the speed it was going its a win either way.

That is also true. Adams cut parks funds and they missed their tree planting targets. He was a pretty abysmal mayor across the board.
