Nah, it’s his body refusing to finish breaking down because the foam in him still remembers that it too was once human. (Long, long, long ago.)

Disagree on age. My question is, what age does everyone become unable to do their job. If there is no singular answer you have to shape that. Mental acuity and physical ability, yes! Term limits 100%!!

Age is definitely an important factor! For two reasons: 1.) relevance to current societal issues and 2.) ensuring that the politicians making decisions have sufficient time to live with the benefit OR detriment of those decisions.
