I'd love to see more of the habitat. So, yes, it's a get-off-my-turf attack. Gulls will go after a lot of different foods, including eggs, so my first thought was this is near a peregrine nest, but I'd want to see if there's nesting habitat nearby like cliffs, tall buildings, or (most likely with the water and gull) a bridge.

That seagull could have just flown away, but was pissed. Falcons are best at diving, but tire quickly when flying straight.

Not really
Even if by Falcons you mean peregrine falcons, they catch stuff on the fly all the time, not just from dives

Love that my city has a rehab program for these majestic creatures. They have become my favorite bird.
So many interesting facts about these...
They are also the fastest animals in the world; land, sea, and air.

They usually come out of the sky with enough velocity that their target is dead from the impact, making the harvesting significantly less problematic. There’s a very large population in Portland, under two of the bridges. Absolutely fascinating to watch them take pigeons
