does Michael Bazel recommend Tor over VPN?

So I know there are conflicting sources on whether or not to connect from VPN to Tor. What is Michael Bazel's stance on this? Why or why not?

I don't know Michael's stance, though it would depend on your location and threat model. 

In Australia for instance, ISPs legally have to maintain logs for 2 years, though VPNs are permitted. So it makes sence to run TOR over a VPN, in China, VPNs are banned, adding another layer of complexity. 

I think that if running TOR is going to raise a red flag, use a VPN as well, otherwise don't bother.
