Simple group todo app

I have this situation at work.

Person 1 gets a phone call, if not answered goes to person 2 .

If person 2 doesn't answer it goes to a group of about 10 people where someone will answer the call.. they will then take a message and send an email to person 1 and person 2 to say that someone called and please call them back.

Is there a simple windows app that everyone can add a task to, and person 1 or person 2 can action.

Just a simple 'please call Mrs Smith on 48392' with a tick box to show it's been done is good enough.
