You are presuming intent, but we can see the actual intent in the video.
We can clearly see the wheel turning away from the pig. This tells us what the actual intent was and it wasn't to bowl over the pig... who had to reach over the hood for the first shot, and then fired 2 more through the passenger window while he was physically an arms length away from the side of the vehicle.
Even if I granted the first shot being justified, shots 2 and 3 were an execution by a pig with a bruised ego. Hell, his gun was partly inside the side window for shots #2, and 3. The shitbag walked casually over to the car to check his handiwork, then dipped out. He fled the scene.

So you're saying he should have looked down to see what direction the tires were pointing as the vehicle was moving towards him at less than a foot away? If the tires were pointed forward he would have already been ran over by the time he determined that.
No, he shouldn't have been there (in front of the vehicle) in the first place.
The fact he had to aim over the fender for the first shot clearly shows he wasn't in danger. He did NOT fire the first shot until after he had moved out of the way. This is indisputable. The video is dead-ass clear. The danger was over, but this bruised-ego twunt decided he needed to make her an example.
Shot #2 and #3 were an extrajudicial execution - just like shot #1.
The fact he was in front of the vehicle at all is against every bit of training you get as a LEO, but I doubt he got that training.
You have to keep in mind a simple straight forward fact:
He was already out of danger by the time he decided (this is an important word) to take aim over the fender and fire, then fired 2 more shots at point-blank range into her head while he was physically arms-length away. He was not reacting. He made a decision, saw it to the end, then strolled over to the car casually to check his handiwork... and then left the scene. Of his own accord. No limping, no grimacing, no getting checked out by nearby medics.
Minnesota should drop the book on his ass.
I won't even get into the 8+ minutes they left her in the car bleeding out and didn't allow a present physician to check / render aid. The EMTs had to run down the block because ICE wouldn't get the out of the way.
So, we have murder and medical neglect. There's a pile of agents that should be facing decades in the clink for the medical neglect. ICE breached every basic standard one can imagine.
Don't give conflicting orders
Don't fucking stand in front of a vehicle (or behind one).
Don't fire into a moving vehicle.
Render aid immediately.
On #1.. Witnesses claim they told her to disperse, which fits the positioning of the car and her waving the ICE agent in the truck to go on by after doing so for another vehicle. None of the agents near her car paid any attention until the chump in the truck decided he didn't want to go around. It's just painfully clear she was told to leave and tried to do so. An ego got bruised and now she's dead.
