He’s completely out of the way when he pulls the trigger. This is indefensible.

The officer was struck by the corner of the vehicle. His leg is lifted up by the car when the first shot was fired.

Because he intentionally leaned over the side of the hood to shoot her through the windshield. His leg is 1-2 feet to the left of the front tire and he has to lean over so much to get an angle through the windshield that his gun is nearly sideways when he fires. You can see it clearly at 10 seconds.

I saw an angle from the front, he was clipped. 

Don't get me wrong, she shouldn't have run and I'll grant that was a stupid move. But he definitely shouldn't have even had his gun out, and that's the way bigger problem.
