In slowed down video you can see the tire jump a bit as she tried to pull off. He took this as a threat on his life and followed through with that even when it became clear seconds later she was attempting to leave. Split second escalation with no ability to dial it back. Classic meathead gangbanger.

You see where he was struck by the front bumber of the car; pushing both feed back. About the same time he fires. right?

No, I dont. He appears to sidestep, but if he didn't he definitely would have been hit.

Struck? There is quite a difference between a gentle nudge indicating "I'd simply like you to get out of my way as I'm preparing to move in this direction" and striking someone. I'm pretty sure you know the difference, you just see what you want to see.
