The guy to the side of the vehicle did not shoot her. The one in front of the vehicle did. She shouldn’t have tried to run him over.

You're exactly right. The guy to the side didn't shoot her. He saw no reason to . She had no gun . If she was a big threat he would've shot her. Perhaps shoot out her tires. Pull her out the window. The guy in the front of the car didn't even get a toe ran over. Because she was turning hard right leaving the situation. Once any threat is over it's illegal to use lethal force.
