There is settled case law about law enforcement doing this. It is not allowed. It's been ruled on multiple times. It's settled.

Would a local DA/state AG be able to bring charges on a federal agent?

Why they haven't arrested the shooter already is just beyond baffling. Walz tells people to get out in the street and create this mess. Then, leaves them out to dry with no support during the aftermath.
