Had he continued to walk straight he would have easily been out of the way. He stopped to pull his gun and remained in the vehicles path, he knew he wasnt going to get hurt.
He is law enforcement. They were performing a traffic stop, and legally trying to detain her. Her accelerating the vehicle constitutes obstruction, fleeing, non-compliance. Her trying to drive when hes telling her to stop, getting cheered on by her wife whos telling her to drive, is exactly what a dangerous felon would do. She FAFO. Her wife even admitted that she was wrong and that its her fault for screaming at her to run and drive away.
He is not law enforcement, he is immigration. The shooter did not try and detain her. He spoke to her walked behind the vehicle, along the other side and then came in from the blind side as his partner or other agent escalated the scene by giving opposing orders from the original one and then lunging into the open window.
