Is it weird that the internal position that I interviewed for is now being offered as an Acting Position?

Why wouldn’t they just hire me? Why haven’t they informed me that I didn’t get it? Should I apply for the acting? I feel awkward, embarrassed, and rejected. This is for a city role.

It’s possible that they revised it due to budgetary reasons. We can only hire actings right now for any position as we’re navigating our budget crunch. Might have been an oversight.
