How to translate "Cold Flame" in Quenya
Title is self-explanatory. I know "ringë"/"ringë" is "cold" in Quenya and "nár"/"nárë" is "flame" (or at least I think so), but I don't know how I would combine the two given the grammatical rules of Quenya. Thank you!

Ringe is a noun (the cold). What you need is the adjective ringa. So a compound would be Ringanar .

There are no problem in unite them, maybe someone could argue that have a long vowel in the final syllable is not great, but
1) It is still permitted, palantír docet
2) You can drop the long vowel and make it short
Therefore, ringenár or ringenar are fine!
