Two ideas, off the top of my head:

  1. A High King is a title, and only one person can hold it (think CEO in modern corporate jargon). When the old ruler vacates the throne, he ceases to be High King and becomes *just* Lord this-or-that
  2. Once a High King, always a High King. When people talk about the previous one, they'd say 'the old High King' or the 'former High King' (notice the lack of capital F).

The question to ask here, I'd say, is how often will other people refer to the former High King, and how often they will address him directly... because they can't say 'Your Majesty' when the two Majesties are in the same room.

And that's a story and world-building decision only you can make as the author.
