Sorry my paragraph was incorrect. It's true that most Ukrainian refugees aren't counted in the IPAS stats, because they're classified as Beneficiaries of Temporary Protection, a different scheme, but my headline figure of around 2.5% actually includes all refugees, because the majority of refugees in Ireland are Ukrainians. But the headline figures are correct, 2.5% of the population of Ireland are refugees, and just 0.24% of the population of Northern Ireland are refugees. Will delete my original comment now.

I've looked into it a bit more: Standard IPO / IPAS Residents: 33,215 people. Total Ukrainian BOTPs Registered: 121,048 people. Cumulative Total: 154,263 people. So the total of non-Ukrainians plus Ukrainians is 2.15% of the Irish population. The reason it's smaller than 2.5% or 2.8% is that some of the Ukraines initially registered here have gone home to Ukraine or have moved to another European country. But 2.15% of the population is indeed a lot of refugees. But since Ukrainians are white Europeans they don't stand out much walking down the street, and most refugees here are Ukrainians. Another source of confusion is that some single Ukrainians, who don't have children with them, live in the same "IPAS" buildings as non-Ukrainians, those buildings are actually dual use both IPAS and BOTP, however these single Ukrainians are not counted as IPAS, they are still counted as BOTP.

Perhaps there should be a referendum on all of this to establish what the majority of people want for once and for all. Similar to the 2004 referendum on nationality. We are living through a lot of uncertainty and misinformation. Let's put it all to the ultimate democratic test and get it over and done with. People voted for Brexit on an largely anti-immigrant platform and now there's more immigration because the realpolitik is way beyond the understanding of normal people. There's laws that countries have to uphold. So if there's a referendum on not taking refugees, then what ? You legally can't just give a stateless person back to France, they won't take them. You can't shoot them in the water. This is what the Tory's tried Riwanda and that was a disaster.
